Half an hour more for the main exam papers as of 2017

The Supervisory Board decided to grant an additional thirty minutes per main exam paper to the durations stipulated in Rules 23(1), 24(1), 25(1) and 26(1) of the Implementingprovisions to the Regulation onthe European qualifying examination, starting from EQE 2017.
The time available for the main exam papers thus becomes:
A: 4 hours instead of 3.5;
B: 3.5 hours instead of 3;
C: 5.5 hours instead of 5;
D: 5.5 hours instead of 5.

The time for the Pre-Exam remains unchanged at 4 hours.

The time schedule for EQE 2017 (7 March - 9 March 2017) has been updated accordingly - the new schedule can be found here.
Note that the starting time for paper A has been moved to half an hour earlier: 9:00 instead of 9:30 Munich/ The Hague time!

The dates and timeschedule for EQE 2018 have also been published on the EQE website: Monday 26 February 2018 - Thursday 1 March 2018.

NB: the home page of the EQE webpages is not so easy to find when browing the EPO website: it is only accessible from the pull-down menu, but not from links on the webpages. It can be accessed directly via http://www.epo.org/learning-events/eqe.html

  1. What is the goal of this decision?
    Does this mean that the success rate of the EEQ was too low?

  2. I really appreciate this decision, I my opinion the time pressure at the exam is really the most demanding aspect. This results into the fact that a good time management is more important than good knowledge.
    The exam is done under the theme of "fit for practice", but time pressure is not a ruling factor in practice, at least I have not experienced it like that. As attorney the guiding principle should be "quality first", meaning that it is more important to have a meaningful and profound work product. So fit for practice for me means that you have to know how to find the correct answer, but not that you have to find it very fast under time pressure.
    Having this in mind, the extension of the exam time is a step into the right direction, but in my view still applied in a wrong way.
    In the past EQE parts have been merged and simplified as is was seen that the overall exam week is too demanding. With this time extension, the overall exam time is again increased by two hours. Especially the A/B combination on one day is now really a long day (19:00 in Finland).
    In my opinion, the Supervisory Board should reconsider this decision.
    For A and B there is no actual need for more time, it is possible to finish the tasks sufficiently in order to pass. Here it would be better to keep the overall exam time of A/B shorter (you still need to be fit for the demanding C-part next day).
    30min more for the D-part means only very little more per point, here the better way would be to shorten the questions. E.g. have less sub-bullets in DI and no/shorter additional question in DII.
    Similar applies for the C-part. You have to decide early on how you tackle the opposition, and most of the time is just writing it down based on the right attack templates. For me this is also not "fit for practice", as most of the exam time is wasted for stupid writing tasks (which in reality would be delegated to the assistance) and not for attorney tasks, e.g. the strategy for the oral proceedings.

  3. Time pressure was too much, especially for candidates having none of the Offical EPO languages as mother-tongues. Translation, even if automatically made by your brain, requires additional times and so it plays a role in determining the success rate (just compare the success rate and score of German/British/French candidates with respect to Italian/Spanish/Polish ones). Formulating a problem-solution-approcah and proposing argumentes is quite easier if you do taht in in your mother longue language.
    Not to mention that writing task, a practice that no one in 2016 is skilled in, requires times.
